No, this is a different release. Different version number releases get a new release number to distinguish them. What you propose would require the previous release to be nuked which would be insane due to it being a perfect dump of a retail disk.

What are the exact changes? Does it have a new BCA pattern (so a different patch must be applied in order to get it to work)?
